City of Donna Establishes Historic Landmark Commission to Preserve and Promote Local Heritage


Donna, TX — The City of Donna proudly announces the official formation of its Historic Landmark Commission, a new advisory body dedicated to preserving, protecting, and celebrating the city’s historical and cultural landmarks. The City Council approved the appointments of five community members during its regular meeting on November 4, 2025, marking an important milestone in Donna’s commitment to historic preservation.

The initiative, led by Mr. Gabriel Ozuna, a native of Donna and Yale University graduate, aims to identify, preserve, and promote the city’s historical sites and structures, ensuring that Donna’s rich heritage is honored for generations to come.

City Manager Jorge Peña explained the importance of the new commission and its role in shaping future preservation efforts.

“This new Historic Landmark Commission gives Donna the opportunity to preserve the places and stories that make our community unique,” said Peña. “It’s not just about protecting old buildings it’s about honoring our identity, creating pride, and even encouraging investment through preservation-based incentives.”

The commission will also guide preservation projects such as the historic Donna Canning Company building and will explore tax incentives and other benefits for property owners who maintain or restore recognized historic sites.

Appointed Members to the Donna Historic Landmark Commission:

  • Gabriel Ozuna – Historical expert and Yale University graduate, serving as chair and project lead.
  • Juan Carmona – Local educator and historian.
  • Crystal Rodriguez – Museum Director, City of Weslaco.
  • Elva Tovar – Museum Manager, City of Donna.
  • Sandra Vicencio – Local community member and heritage advocate.


Mayor David Moreno expressed his support for the creation of the commission and commended the appointed members for their dedication to preserving Donna’s legacy.

“Donna has a deep and meaningful history that deserves to be preserved and shared,” said Mayor Moreno. “These appointments bring together a group of passionate individuals who care deeply about our city’s heritage. Their work will help us celebrate Donna’s past while inspiring future generations.”

The formation of the Historic Landmark Commission follows the City Council’s recent adoption of the Historic Preservation Ordinance, which established the framework for designating and managing historical landmarks within the city.

With the commission now in place, the City of Donna looks forward to launching new preservation initiatives, partnering with local museums and educators, and promoting historical awareness throughout the community.

The City of Donna Historic Landmark Commission is a citizen-led advisory board created to identify, preserve, and promote historic and cultural resources within the city.
